Rick A. Pere has served, for over 30 years, in the U.S. Army, the Illinois Army National Guard, and the U.S. Air Force Reserves. His experiences include: serving as an Airborne/ Infantry soldier, Infantry, Scout, Platoon Sergeant and Platoon Leader, Weapons Instructor, teaching Light Infantry Weapons Marksmanship, weapons safety and maintenance. Further, SSG Pere is a TRADOC Certified, Military Instructor and is a graduate of the U.S. Army Infantry ANCOC Academy. During his time there he has also served as: an ANCOC Course Instructor, an Infantry marksmanship instructor, a Range Master, an M-60 Machinegun instructor, a Nuclear, Biological, Chemical Warfare Team Leader and Instructor, with reference to WMD detection operations, a Readiness NCO, and a Physical Security Specialist, and has worked as a plotter in RAOC TOC Operations. He has also served as a Field First Sergeant. Moreover, he has also served as a, full time, Chief of Security for a State ANG military installation.
He has conducted training for small units, teaching fire team tactics. Also, he was responsible for training management, in support of scout/ infantry operations. He holds a certification as an EOD/Military Munitions Technician, from the U.S. Air Force. And, he has also served as a Police Officer for over 15 years, as a Gang Crimes Investigator, with Certifications as a Youth Officer, Field Training Officer, Certified Police Academy Instructor, Certified Homicide Investigator, Certified Police Firearms Instructor, Master Police Firearms Instructor, Rifle Instructor, and has served also as a Police Department Range Master, Swat Team Instructor, teaching police support and team/crew served weapons. This is highlighted by his expertise with weapons, as he held the State of Illinois Police Academy handgun qualifications record for marksmanship from 1979 to 1996.
His skill with weapons is not limited to individual accomplishments. Mr. Pere is a highly qualified Infantry and Police weapons instructor. For example, he possesses an intimate knowledge of SWAT operations. This is demonstrated by his service as a SWAT team member, competition judge, and instructor at the SITE. During his time at SITE, he was tasked with instructing SWAT Teams, Individual Police Street Survival Tactics & Techniques, and Field Operational Shooting, and Target Acquisition Skills training. He has also served as both a student and Instructor with Mr. John Farnam at Defense Training International (DTI) since 1981.
In addition, he holds a Master Combat Firearms Instructor’s Certification from the Police Training Institute (PTI). Mr. Pere is a combat pistol and tactical rifle marksman and a sniper.
In 1986 he received the Distinguished Marksman Award from the National Rifle Association. Lastly, He has served as a consultant to the Fox News Network, and has been utilized by The Chicago Tribune, CNN and the Fox News Network for expert subject matter consultation, as a resource analyst. Currently, he is the owner/ operator of the Personal Protection Group. This is a firm that teaches Street Survival, Combat Pistol/ Rifle Marksmanship skills, Tactical Pistol/ Rifle Marksmanship Skills, and the Combat Mindset. He has worked in Afghanistan, Iraq, and in Haiti.

Deployment (15 October/2008 to 05 October 2009)
Kabul, Afghanistan
Mr. Pere served during 2008 to 2009, as a Staff Sergeant during a deployment to Afghanistan, with the Illinois Army National Guard, in the MOS of 11B30, as a Senior Infantry Non-Commissioned Officer. During that time he was posted to The United States Combined Forces Task Force, as the Camp Commander and FOB Mayor for FOB Scorpion, which is located at KMTC (Kabul Military Training Center) In this capacity, he served with distinction, as the Afghan Partnering Unit Assistant J4 NCOIC, forward deployed, in support of Operation Enduring Freedom (OEF). He also served as the Assistant NCOIC, responsible for all matters pertaining to the logistical requirements of the APU, a combat operations unit, conducting special covert operations in Afghanistan, in conjunction with joint US services. He was responsible for maintaining inventory levels of APU supply items, camp vehicles, camp facilities, and Organizational Clothing and Equipment (OCIE), supporting 154 Afghan Special Operations Soldiers, and the accounting for all properties, which was valued in excess of $1.5 million. As FOB Mayor, he was the chief supervisor of 12 local national contracted laborers, and was the US Mentor to Afghan Partnering Unit Supply Officer and Sergeant. He also served as the monitor for base defense operations, perimeter target hardening, inspection of security personnel weapon serviceability, and morale. He was responsible to the Program Commander for security operations, and served as a handgun instructor, and crew served weapons procurer. In this duty position, he often worked 16 to 20 hours per day, without relief. His personal efforts resulted in FOB improvements, positively impacting base Force Protection measures, and security.
He continually developed solutions to the supply problems of the APU supply chain, positively impacting APU soldier readiness with regards to Special Forces actions and Special Operations. He continually motivated Afghan personnel to excel, and improve in marksmanship skills. He was usually found conducting marksmanship training with his fellow APU soldiers. He was seen as a fellow Afghan by APU soldiers, Afghan security personnel and contract labor personnel. His intimate, personal knowledge of Afghan tribal culture often served to facilitate and foster relations between ANA (Afghan National Army) personnel, and base operations. He received personal recognition for his efforts, by the Commanding General of CSTK-A and the Theatre Special Operations Commanding General, the ARSC-K Sergeant Major, and the Camp Phoenix Equal Opportunity Sergeant Major.
Within this capacity, and for his personal actions, directed against the armed enemies of the United States, he was awarded the United States Army Combat Infantry Badge, and the United States Army Commendation Medal, in September, 2009. The Personal Protection Group Principal Instructor

Team Leader/ Instructor, Four Horsemen InternationalMr. Pere is the principal police SWAT, Security Services Firearms Instructor for PPG, serving in Afghanistan, Africa, Haiti, and Iraq. He also serves as the primary combat handgun and tactical rifle instructor for Special Operations International, in Cleveland Ohio. There, he was responsible for team management, course development, range safety, and served as a consultant to tactical security operators in austere tactical environments in Afghanistan. Simultaniously, Mr. Pere also worked with and supervised Ghurka PSD security personnel, from Nepal.
Mr. Pere worked as a Team Leader, and Firearms Instructor for the Four Horsemen International, in Kabul, Afghanistan. During that time, Mr. Pere was a convoy commander, led convoy PSD Teams through the regions of Paktika, Logar, Conar, and the Northern Provinces in Afghanistan. As a reult, he possesses a working knowledge of the Dari language and understands the many cultural and religious aspects of the local Islamic populace.

Iraqi LEP Screening Cell Team Leader

Mr. Pere was responsible for the supervision of 7 team members, and 6 interpreters for a LEP screening Cell, located in Iraq. Responsible for the supervision of screening locally employed persons, Third Country Nationals, Local Nationals. Mr. Pere was responsible for the acquisition of logistical support for the team and ensuring the success of the screening mission. He also served as a liaison with military staff members .He was responsible to the 101ST ABN Division G-2 and the TIFCIKA, located in Baghdad, Iraq. He was also responsible for monitoring personnel conduct, personnel actions, maintenance of personnel records, and performing personnel evaluations. Additionally, he was also responsible for generating daily, weekly and monthly statistical reports, the maintenance and storage of reports, screening results, and the transmission of those reports to higher headquarters. Also was responsible for the monitoring of screening compliance by foreign contractors (BATS). He was also responsible for the supervision and authorization of HUMIT referrals to CI and MI, with regards to possible insurgent, militia threat and terrorism suspect information. He was also responsible for the safekeeping, storage and destruction of all classified materials, located within the screening cell.
Also, Mr. Pere served as a Police Academy Instructor stationed at the Baghdad, Iraq Police Academy. While there he mentored and instructed Iraqi Police Recruits, performed range safety operations, monitored student recruit progression (responsible for monitoring police recruit moral character and discipline, mentored Iraqi Police Instructors, conducted classroom instruction modules, and participated in the development of course curriculum.
As a police academy instructor, Mr. Pere served as a force multiplier during emergency tactical combat situations. He augmented armed perimeter and personal security for Iraqi police recruits; thus, ensuring the physical perimeter security of the academy. These tasks were performed ain Sadr City, Baghdad, Iraq.

Mr. Pere is responsible for the training and management of 100-200 high school students. He is responsible for the maintaining of discipline, mentoring of life ethical characteristics and standards which will direct students to become honest, law abiding citizens. He is responsible for the monitoring of assignments and testing procedures and policies in accordance with the State of Illinois Department of Education requirements.

Special Security Agent Mr. Pere was responsible for security operations in high stress environments, and is responsible for the protection of life and property. He is Certified and qualified in the use of combat handguns tactical shotgun and the tactical, urban, patrol rifle.
Mr. Pere has worked as a Special Security Agent, responsible for Personal Security Details (PSDs) as a team member, as an individual operative, and a personal escort officer. He conducted asset protection, field operational security services, personnel training, Range Master duties, personal entertainment security duties, entertainment and movie site security operations, and provided personal Firearms Instructor for armed security officers. He was also responsible for conducting security operations for Office of Homeland Security operations.
